The Partnership for Medicaid Home-Based Care (PMHC) is comprised of organizations representing home care agencies, associations, Managed Care Organizations (MCOs) and other payers, and business affiliates who are united to improve the quality and integrity of home and community-based services (HCBS).

Recognizing the integral role of home and community-based care in the Medicaid program, PMHC is dedicated to advancing and supporting public policies that strengthen and secure the Medicaid program for care recipients and taxpayers alike.

To achieve its objectives, PMHC has launched an advocacy program to address the changing dynamics in the delivery of home care, including an increase in Medicaid consumers, the shift to Managed Long Term Services and Supports (MLTSS), and the implementation of demonstration programs that align funding and promote coordinated care management of dually eligible Medicare-Medicaid individuals.

Ours is a collaborative partnerships with key stakeholders and leading advocacy organizations whose core initiative is to develop resources to assist policy-makers in their important work, and cost-effective policy solutions to advance quality home-based care as a person-centered solution for federal and state governments as well as Medicaid managed care, ACOs and other integrated health care models.
